The Department of Health in the Ilocos Region, alongside provincial and local government officials, inaugurated new clinical laboratory, X-ray and ultrasound services at the Sarrat Primary Care Facility on Sept. 11.
Funded by a P4.99 million allocation from the health department’s 2025 Health Facilities Enhancement Program, the upgrade aims to bring essential diagnostic tools directly to the community.
The expanded public health facility now features dedicated diagnostic rooms, a larger outpatient department and a fully equipped emergency room designed for rapid maternal and urgent care responses.
The building houses an accredited animal bite treatment center in its basement to provide rabies post-exposure prophylaxis and wound management.
Health officials noted that work is already underway to establish an on-site licensed pharmacy to streamline the dispensing of medicine in the near future.
The upgraded center is fully operational and staffed by health professionals trained in primary care delivery with the continued convergence of local and regional agencies to modernize infrastructure aligns with the broader implementation of the Universal Health Care Law, which seeks to strengthen primary care capacity and expand access to essential health services across the region.
