P55.5-MILLION HEALTHCARE INVESTMENT POWERS UP SALCEDO DISTRICT HOSPITAL; ACHIEVES LEVEL 1 STATUS

A ₱55.5-million healthcare investment has transformed the Ilocos Sur District Hospital (ISDH)–Salcedo into a stronger frontline health facility, as the hospital marks a major milestone with the inauguration of its new Medical and Ward Building and its achievement of Level 1 hospital status.
The Department of Health (DOH) – Ilocos Region and the Provincial Government of Ilocos Sur formally inaugurated the new building on August 28, 2026, expanding the hospital’s capacity to provide essential, accessible, and quality health services to residents of Salcedo and nearby communities.
The investment covers ₱21.83 million for infrastructure and ₱33.7 million for medical equipment, funded through the DOH Health Facility Enhancement Program under the General Appropriations Act of 2023.
“This is what health investment should look like—better facilities, better equipment, and better access to care for the people. Every investment must ultimately translate into better services, safer care, and greater access for our communities—bringing quality healthcare closer to every Ilocano family.” Tobias said.
The opening also marks an important step in the facility’s transition toward Level 1 hospital status, strengthening its ability to provide essential hospital services to Salcedo and surrounding towns and communities.
The Provincial Government of Ilocos Sur likewise reaffirmed its commitment to improving healthcare infrastructure across the province and ensuring communities have access to responsive, quality health services.

This investment is a significant step toward ensuring that our people have access to quality healthcare closer to home. We remain committed to working with our partners to build a healthier and safer Ilocos Sur,” Ilocos Sur Governor Jerry Singson stated
The DOH emphasized that strengthening district hospitals is critical to advancing Universal Health Care (UHC). Capable local facilities allow patients to access essential services within or nearer their communities, helping reduce the need for families to travel long distances for care.
