The rainwater harvesting project of the City Government is set to proceed once a new contractor is selected through a second bidding process, following the termination of the original contractor due to a 23.6% negative slippage.
Representatives of the City Engineering Office (CEO) informed the Baguio City Council on June 22, 2026 that the project, funded with P49.5 million for the construction of rainwater harvesting facilities within the Buyog Watershed Reservation, had been delayed due to implementation setbacks.
The Buyog Rainwater Harvesting Facility project was officially terminated on April 15, 2026. The CEO stated that the contractor was terminated after the project incurred a negative slippage of 23.36%, significantly exceeding the 15% threshold allowed under the Revised IRR of RA 9184 for ongoing infrastructure projects.
The purpose of the Rainwater Harvesting Project is to establish a facility designed to capture, store, and filter rainwater. After filtration, the water will be conveyed to a cistern tank for distribution. The project is intended to supply water to adjacent areas including Buyog, Camdas, Dizon-Manzanillo Subdivision, Pinsao, and Quirino hill.
The project was designed to address water shortages in these areas and serve as a flood mitigation measure, as it is designed to capture and manage rainwater runoff within the vicinity and the facility.
During the June 22 City Council meeting, it was confirmed that despite the termination of the first contractor, the initial structures remain usable and do not need to be replaced. It was also reported that the remaining scope of work has been endorsed for rebidding, a process estimated to take at least 90 days. Once a new contractor is awarded the project, the estimated completion period is 141 days or approximately four to five months.
In acknowledgment of the matters discussed, it was decided that the project will be revisited in one of the next regular meetings for further clarification and the submission of additional documents, copies, and other requirements. – Baguio City – Sangguniang Panlungsod
