Councilor Leandro Yangot wants to incentivize recognition for excellence for Baguio residents.
In a proposed ordinance which passed first reading during the July 1 regular session, Yangot presented an ordinance providing cash incentives for residents who bring honor and pride to the city by winning in regional, national or international competitions in the field of academics, music, and culture and arts.
“In recognition of the effort and hard work of residents of Baguio excelling in their craft and boost their morale and spirit, the city deems it proper to reward them by giving cash incentives,” Yangot said.
Ordinance shall cover all residents (residing in the city for the past three years and registered voter, for minors, at least one parent should be a registered voter) of Baguio who win in any prestigious competition in the regional, national, or international level in the fields of Academics, Music, and Culture and Arts.
The Yangot proposal details the recipient may be an individual or a group (official delegation) as the competition may require. The incentive must be claimed or granted within a year from the date of their winning.
Aside from the winners the proposed law also covers coaches and trainers who are envisioned to receive cash incentives.
Yangot said the people behind the scenes “They are an essential part of the success and winnings or our beloved residents of Baguio.’’
Individual Regional winners of competitions are proposed to receive P5,000, P3,000 and P2,000 respectively for gold, silver and bronze awards while for groups a proposed P3,000 and P2,000 P1,500 per member incentive is being broached.
For individual winners for national competitions a P10,000, P5,000 and P3,000 award is eyed for gold, silver and bronze awards while for groups a P4,000, P3,000, P2,000 incentive is proposed.
Meanwhile for individual winners for international tilts, a P30,000, P20,000 and P10,000 incentive is proposed for gold, silver and bronze awards while for groups a P10,000, P7,000 and P5,000 per member award is eyed.
For coaches and trainers for regional competitions a P3,000, P2,000 and P1,000 incentive for for gold, silver and bronze awards is eyed.
For national tilts, a P4,000, P3,000, P2,000 for gold, silver and bronze awards award is being proposed, while for international competitions a P 10,000, P7,000 and P5,000 incentive is eyed for gold, silver and bronze awards
Competitions include those sanctioned by the Philippine government or its instrumentalities and any international/local Corporation duly registered by the Securities and Exchange Commission (SEC).
If the proposed law is approved the funds for the grant of the benefits shall be taken from any available funds thereof.
The proposed ordinance will undergo approval of 2nd and 3rd readings with public hearings before being finalized and approved. Maria Elena Catajan
