BGHMC dismisses doctor found guilty of harassing intern

The Baguio General Hospital and Medical Center (BGHMC) has dismissed from service a physician it found guilty of sexual harassment against a medical intern during a department outing in La Union in June.

In a decision dated September 29, 2026 and signed by Medical Center Chief II Dr. Larry Haya Jr., the medical specialist was found guilty of sexual harassment under Rule 10, Section 64 of the 2025 Rules on Administrative Cases in the Civil Service (RACCS).

The decision imposed the maximum penalty, dismissal from service.

The case arose from a Department of Anesthesia “first blood” program held at a resort in Bauang, La Union, on June 12 to 14, 2026.

BGHMC’s Committee on Decorum and Investigation (CODI) investigated the case after it was referred by the hospital chief.

The Civil Service Commission, where the complainant had also filed a complaint, remanded her case to the CODI.

According to the decision, the CODI found that the respondent brought the intern, who was heavily intoxicated, from her room to his own hotel room in the early morning of June 14, where she was later found.

The hospital chief ruled that the respondent was guilty of “maliciously touching” the complainant against her will.

The decision also cited as a qualifying circumstance the relationship between the two: the respondent was a consultant and mentor in the department where the complainant was training as an intern.

Records show the respondent was issued a formal charge but did not file an answer.

The decision may still be appealed.

In a separate case, the Professional Regulation Commission’s Board of Medicine on October 22 revoked the medical specialist’s license after finding him guilty of immoral conduct over the same incident.

The decision, however, is also not yet final. Ma. Elena Catajan
