Gabriel Siscar, a youth and student leader from Baguio City, was selected as the fourth nominee of the Kabataan Partylist for the 2025 Midterm Elections. Alongside nine other nominees, Gabriel represents the Cordillera region as part of the only youth-oriented partylist in the Philippine Congress.
Gabriel’s leadership journey began at the University of the Philippines Baguio, where he served as a College Representative (A.Y. 2019-2021) and Vice-Chairperson (A.Y. 2021-2022) of the University Student Council. During the height of the pandemic and the challenges of online learning, he emerged as a key leader for a more compassionate and understanding approach to education, championing students’ rights as they struggled with the pressures of the pandemic and an overwhelming academic workload. He played a pivotal role in the successful campaigns for mass promotion and the institutionalization of academic breaks at UP Baguio.
Beyond his work in the university, Gabriel’s dedication to youth empowerment extends across Baguio and beyond. He was integral behind the crafting and lobbying of the Human Rights Defenders Ordinance and the landmark resolution declaring Baguio as a Human Rights City—both critical pieces of legislation aimed at protecting human rights and the defenders who champion them.
In addition to his leadership efforts, Gabriel is the co-convenor of Kasiyana, a youth-led humanitarian organization based in Baguio. Under his leadership, Kasiyana has spearheaded numerous donation drives and relief operations across the region, mobilizing hundreds of volunteers and providing aid to thousands of families in need.
Now, as one of Kabataan Partylist’s official nominees, Gabriel is committed to expanding his advocacy for the youth on a national scale. He aims to address the long-standing calls for quality, accessible education by pushing for more classrooms, improved facilities, lowering of tuition and other fees, and better services for mental health in universities.
Through its 10-point youth agenda, Kabataan Partylist continues to offer progressive politics, carrying the hopes and aspirations of the younger generation into the 2025 Midterm Elections.
