Load allowance for scholars and workers sought

A resolution passed by the Baguio City Council urges barangay councils in the city to allocate a budget for load allowances to cover texting, calling, and messaging expenses for barangay nutrition scholars (BNS) and barangay health workers (BHW).

Authored by Councilor Betty Lourdes Tabanda and unanimously approved by all city council members, the resolution emphasizes the essential role of BNS and BHW in the health and nutrition efforts in their respective barangays.

Among the responsibilities of BNS and BHW include regular communication and engagement with the residents that they serve as well as organizing community programs and activities. All these often require the use of their cellular phones for texting and calling, Tabanda stated.

Tabanda added that while the BNS and BHW currently receive an allowance from their barangays and a stipend from the city government, the amounts are not enough to meet the demands of their work which often includes telecommunication.

“Providing a dedicated load allowance would not only acknowledge the invaluable contributions of these health and nutrition volunteers but will also encourage their ongoing commitment to improving the nutritional standards and overall health of the community,” the resolution read.

The city council resolution further references the Barangay Nutrition Scholar Association’s (BNSA) Resolution No. 01-2024 which requests the Liga ng mga Barangay Baguio City Chapter through its President, Councilor Rocky M. Aliping, to push for the inclusion of this load allowance in barangay budgets.
