The Baguio City Council has passed Resolution 694-2026 declaring July of every year as “Scale Modeling Month” in the city to recognize the contribution of the International Plastic Modellers’ Society (IPMS) Baguio to the city’s creative and cultural community and promote scale modeling as an educational and creative discipline that fosters craftsmanship, historical appreciation, research, technical skills, patience, and creativity.
The declaration recognizes IPMS Baguio’s more than two decades of conducting annual scale modeling competitions and exhibitions and promoting craftsmanship, creativity, historical research, technical precision, mentorship, and fellowship among its members and the wider community.
Established in 2004 by Anthony De Leon, Meneleo Zamora, Atty. Samuel Gallardo, Kishu Punjabi, and Dr. Luisito Molas, IPMS Baguio has grown from its five founding members to more than 70 active members.
Scale modeling integrates art, design, history, engineering appreciation, research, fine-motor development, patience, discipline, and attention to detail, providing creative and educational opportunities for children, youth, adults, families, hobbyists, and professionals.
The declaration also seeks to encourage schools, museums, libraries, hobby groups, cultural institutions, private establishments, civic organizations, and other interested sectors to conduct or support exhibitions, competitions, workshops, demonstrations, lectures, and other activities related to scale modeling every July.
The initiative is in line with the city’s efforts to promote its distinctive creative, cultural, educational, and civic character and recognizes the role of local artists, artisans, organizations, schools, and cultural institutions in enriching community life.
Principally authored by Councilor Jose Molintas, the resolution was initiated following the suggestion of IPMS Baguio which sought the institutionalization of public awareness and appreciation for scale modeling as a creative discipline in the city. Baguio City – Sangguniang Panlungsod
