The Baguio General Hospital and Medical Center (BGHMC) has denied the motion for reconsideration of a physician it dismissed from service last month for sexual harassment against a medical intern.
In an order dated October 26, 2026, Medical Center Chief II Dr. Larry C. Haya Jr. denied “for lack of merit” the motion filed by the physician. He was dismissed in a September 29 decision after he was found guilty of sexual harassment under the 2025 Rules on Administrative Cases in the Civil Service (RACCS).
The physician’s motion argued that the decision was not supported by the evidence on record and that errors of law or irregularities had been committed against him.
The order rejected both grounds. It said the decision was supported by sworn statements from eyewitnesses, CCTV recordings, and a medico-legal report, which “all formed an integral case against the Respondent.”
The order noted that the physician denied any responsibility in the case but “has not given any evidence to prove otherwise.” It said he “had every opportunity to explain, dispute the allegations/accusations made against him, yet he failed to do so.”
On the claim of irregularities, the order said the case was investigated and heard in line with the RACCS, and that it was the physician “who ignored notices, orders” from the hospital’s Committee on Decorum and Investigation.
The case stems from an incident during a hospital department outing at a resort in Bauang, La Union, in June.
In a separate case over the same incident, the Professional Regulation Commission’s Board of Medicine revoked the physician’s medical license on October 22. That decision is not yet final. Maria Elena Catajan
