Baguio launches online payment system for traffic violations

An online payment system for traffic violations in Baguio City was launched August 14, 2025 to lessen the number of physical queuing at the One-Stop-Shop and other payment centers of the city government.

The system developed by the Management Information Technology Division under the City Mayor’s Office is accessible via https://bcap.baguio.gov.ph/ with payments linked with GCash – a mobile payment service application company.

The system has been tested and safety nets were in place for both public users and the city government together with the Baguio City Police Office – Traffic Enforcement Unit (BCPO-TEU).

When an individual is issued a Citation Ticket for Traffic Violation, the amount to be paid will be available for online viewing within 24 hours from issuance to give time for the traffic enforcers to manually encode the traffic apprehensions during their duty hours.

First step is to enter https://bcap.baguio.gov.ph/ in the web browser and type the Citation Ticket Number followed by Pay Now to proceed/view the amount to be paid.

Users will be automatically directed to the GCash application tab for payment procedures. To pay, select Bills and click Government from the categories then select Baguio City and click Baguio City Traffic Violation. Enter all the information needed until a Reference Number is issued as proof of payment.

City Administrator VJ Cawis said the online payment system for traffic violations is one of several digitalization programs of the city government in accordance with the Ease of Doing Business.
